Project Type: Strategic Planning

S J Connelly undertook master planning and site planning with respect to the design of a neighbourhood westward of the existing township of Mullumbimby, Northern New South Wales. The Chincogan View Estate was loosely based on a neo-traditional (new subdivision) structure arrived at by adoption of key vistas as strategic planning elements located around a central park theme. Within the structures of the neo-traditional framework individual “villages” were designed as residential pods. The master plan for Chincogan View Estate adopted a range of sustainability design features including artificial wetlands and sedimentation ponds, maximised infiltration of stormwater; reuse of effluent systems; specialised landscaping and a holistic design theme based on low impact mixed use residential form.

The lack of sewerage capacity in the township has held back implementation of this project.

Clarence Valley Strategy

Project Type: Strategic Planning

S J Connelly and a GeoLINK planning team prepared on behalf of the Councils of the Clarence Valley Northern New South Wales a comprehensive Urban Settlement Strategy. Preparation of this Strategy required intensive liaison with the various Councils in the region, balancing their individual needs and aspirations against the provision of the North Coast Regional Plan and other prevailing planning policies to develop a formal urban planning framework for the sub region.

This Strategy is unique – never before in Northern New South Wales, have Councils co-ordinated in such a strategic and comprehensive planning exercise to define their urban strategy for the next 20 years.

Eden/Twofold Bay Local Environmental Study

Project Type: Strategic Planning

Messrs Connelly and Thorpe carried out a detailed study of the Bega/Twofold Bay locality. This study required the consultants to prepare a detailed planning strategy for the locality, resolving conflicts associated with port development, forestry, tourism and urban expansion generally.

In addition, the project brief focussed particularly on improvements to the visual character of Eden, entailing the development of a civic landscaping programme and development of a corporate signage methodology for the locality. The project was carried out in association with Master Plan Consultants Pty Limited.

Neighbourhood Business Centre Site Analysis for Goonellabah, Lismore

This research project evaluated the existing retail studies undertaken in Goonellabah and provided Council with advice concerning the likely demand for additional neighbourhood retail facilities in the locality. Streetscape Strategy – Lismore Centre Business District

Project Type: Strategic Planning

An endeavour to upgrade the streetscape of Lismore’s traditional retail precinct and to create a more attractive pedestrian environment. This work addressed the issues of pedestrian space, providing a civic focus for the city, on-street parking provision and arrangement, traffic management, street planting themes, surface treatments and street furniture. The assignment also included a Streetscape Strategy Plan for the whole of the Lismore CBD area and a larger scale master plan focusing on the main retail block of the city. These plans were the subject of extensive community consultation.

The second phase of this project involved the preparation of detailed design development drawings and construction documentation. This stage of the work included consultations with numerous special interest groups and stakeholders in order to gain a comprehensive understanding of all issues and concerns relating to the implementation of the adopted master plan.

Streetscape Strategy Lismore Central Business District

In an endeavour to upgrade the streetscape of Lismore’s traditional retail precinct and create a more attractive pedestrian environment, Lismore City Council engaged S J Connelly as Project Director for GeoLINK to prepare a Streetscape Strategy and Urban Design Principles Report. The report was the subject of extensive community consultation discussion prior to its “in principle” adoption by Council in May 1994.

A second phase of this project involved the preparation of detailed design development drawings and construction documentation for the Stage 1 works package. The documentation package is now complete and comprises 30 A1.

Town Centre Master Plan

This project involved a major CBD refurbishment project in Campbelltown. The main focus of this project is to develop and implement a comprehensive package of urban design initiatives that will stimulate and revitalise the Campbelltown CBD.

The project involved providing a complete and effective project management service and delivering conceptual design, detailed design, construction supervision and handover of redevelopment works. Community involvement throughout the project is of prime importance, and a range of community involvement measures are being utilised throughout this project.

Mr Connelly’s role mainly related to early concept development work.

Villages Research

Project Type: Strategic Planning

S J Connelly has been involved in monitoring various NRRS projects associated with “village research”. The terms “A Region of Village” was coined by S J Connelly, I Oelrichs and K Luckie in the mid 90s as a way to describe the demographic and physical character of much of the Northern Rivers Area of NSW.

The Northern Rivers Regional strategy has been active in looking further into what characteristics make up a successful village. S J Connelly has been intimately involved in monitoring such projects.

Casino Planning System Upgrade

Following the introduction of major amendments to Part 4 of the Environmental Planning and Assessment Act, S J Connelly was engaged to upgrade Council’s planning systems to accord with the new Act amendments and to refresh system protocols generally. Such upgrading included the preparation of a comprehensive in-house manual for assessment of integrated development applications and to manage the transition for the old regime into a system suitable for the implementation of exempt and complying development formats.

Casino Municipality Inhouse Town Planning Advice

Casino Local Environmental Plan and Development Control Plan

Casino Municipal Council engaged this practice to prepare a local environmental study and plan for the whole of the municipality. This project required a detailed analysis of the physical, social and economic fabric of the municipality as well as the establishment of a strategic planning framework for the long term development of the municipality generally.

Bayside Brunswick D C P

S J Connelly prepared a detailed development control plan for a residential expansion area to the existing coastal village of Brunswick Heads. This plan addressed, inter alia, environmental protection, vehicular/pedestrian movement systems, drainage and activity systems management strategy, and a residential density allocation.

This DCP was updated by Council in 1992. The S J Connelly version formed the core planning principles for the 1992 version.

Ballina Shire Urban Development Control Plan

With the coming into force of the Ballina Local Environmental Plan, a complete review of Council’s policy documents relating to an array of development issues was warranted. Once upon a time buildings, clothes, kettles and the layout of newspapers were things that were ‘designed’. We could even refer to ‘the design professions’ and be very confident everybody understood we were talking about visual disciplines.

Designers used to be people who worked out optimal ways things could be configured – things like buildings, clothes, graphics, and functional objects. IN THE maze that is Sydney property planning, let’s start with the incontrovertible. There is not enough housing. Demand grows by 25,000 homes a year but only about 18,000 are built. That helps keep housing prices out of the reach of many, particularly the young.

Next, whatever the strengths and flaws of past policies intended to free up housing supply, they did not work, or did not work enough. There is little sense in persisting exclusively with a policy or suite of policies that do not do the job.

‘The Triangle is in a tradition of model villages beloved of aristocrats, princes, of Brad Pitt in New Orleans and the Bordeaux sugar-cube manufacturer who commissioned workers’ housing from Le Corbusier. Such places can be over-scripted, too much about fulfilling their makers’ picture-book fantasies about contented communities. There is a whiff of this with Hab’s gooey talk about “making people happy”, although they are conscious of the need not to over-control. “If they decide they don’t want to grow food and just want to park cars, we’d be a bit upset,” says Isabel Allen, but in the end it will be up to the residents. Maggie Lowton sounds a note of caution by citing other communities in Swindon that started well but went downhill. No amount of forethought and attention to detail can guarantee the success of the Triangle. But at the very least it is an imaginative and well-designed project, which achieves about as much as can be done with its budget. It focuses on what matters most and gives itself the best chance of success. Which is far more rare than it should be in British house building and a much better application of celebrity philanthropy than most.’
