The Master Plan has been prepared by GeoLINK (www.geolink.net.au) in accordance with the requirements set out at Part 5 of State Environmental Planning Policy No. 71 – Coastal Protection and the applicable aspects of the Departmental guidelines.
The Master Plan applies to Part Lot 217 DP 1017615, which has an area of approximately 92 ha. The land is zoned 2(b) Village Area Zone under the Ballina Local Environmental Plan 1987. The master plan area fringes area zoned 7(a) Environmental Protection (Wetlands) Zone.
Existing development approvals are in place for the construction of a Water Quality Control Pond and for earthworks, including filling of the lower parts of the site. The Master Plan proposes to build on these approvals, designing the remaining stages of the Pacific Pines Estate based on the full implementation of those development approvals.
A comprehensive site analysis has been undertaken, indicating that the land is suitable for urban development. The land is not prone to any environmental risk in terms of contamination, slip, coastal erosion, flooding or the like. There is vegetation on the site that is worthy of conservation, and the Master Plan has been specifically designed to provide for such conservation and for the enhancement of protected areas by further planting. Further, urban design aspects adopted in the development seek to ensure the protection and enhancement of the adjoining Ballina Nature Reserve and its coastal wetlands, particularly with respect to urban stormwater management.
The Master Plan proposes an ESD (Ecologically Sustainable Development) based approach which:
- is consistent with Ballina Shire Council’s Lennox Head Community Aspirations Strategic Plan and their Local Environmental Plan; the NSW Coastal Policy 1997; adopts the principles set out in the Sustainable Urban Settlement Guidelines (2002); and is consistent with the provisions of the North Coast Regional Environmental Plan;
- puts in place a range of conservation initiatives to protect flora and fauna both on-site and on adjacent land;
- adopts site master planning principles modelled on the Coastal Design Guidelines for NSW (Coastal Council, 2003);
- provides for a variety of housing styles and densities;
- integrates with the existing landscape character of the locality and particularly the character of the Lennox Head Village;
- provides for road access and circulation which recognises the street hierarchy, separates pedestrian and vehicular traffic and provides for a “slow movement environment”;
- proposes water conservation and reuse principles of Water Sensitive Urban Design, including site specific reuse proposals;
- provides for a safe pedestrian and cycleway system which links the Pacific Pines site to existing residential areas in the locality;
- develops site specific building envelopes and building form controls to guide the future development of the site;
- provides for a Commercial Centre to service the needs of both existing and future residents of this part of Lennox Head; and
- sets out site specific controls suggested for incorporation in the Ballina DCP No 1.
