The development application to permit the use of the land for 41 residential apartments recognises the opportunities and constraints of the site and responds to these by integrating the built form with the riverine environment, protecting neighbouring views and enhancing public access to the river foreshore, being objectives of DCP No.1 and the NSW Coastal Policy. The grounds for this approval are summarised below:
- Given the highly disturbed nature of the site that has resulted from the previous land use, redevelopment of the site as proposed is largely unconstrained in terms of vegetation or topographical features that typically restrict such development. accommodate high quality residential development in a sensitive manner which promotes the environment in order to protect the natural attractions.
- The location and topographical characteristics of the site and surrounds ensures minimal impact to the amenity of adjoining residential areas.
- The proposal recognises the specific residential design requirements and development standards of local, regional and state instruments and policies by addressing the purpose of each control through site planning resulting from detailed visual analysis.
- The development proposed represents a design solution to achieve the purpose of the applicable development standards by demonstrating a more appropriate response to the site characteristics and proposed land use than possible through automatic compliance with the identified controls.
- The site planning and residential unit configuration provides appropriate climatic response to the location’s strong inherent qualities of aspect, solar orientation and river views.
- The development proposal provides the opportunity to landscape the site in a manner which promotes the scenic qualities of the river environment and successfully integrated with the built form.
- The development of the site can be adequately and efficiently serviced with all urban infrastructure necessary at locations immediately adjacent to the site.
